I'm pretty sure the OD unit is a R-9, four wire solenoid is on the right and governor on the left. The OD was in place when I bought the car but was the installation was apparently never completed, there was no wiring or relay or kick-down switch or cable in place. Thanks for the suggestions. I did source the correct 17th series replacement engine, picked it up on 12 September and have it installed, running and the car nearly re-assembled. Sheet metal alignment is time-consuming working alone. No pics at this time, should have some soon. Long story on the hunt...

I'm sure you are right.
Unfortunately somewhere in its recent history this particular engine apparently suffered a major overheating event resulting in major cracking around the valves and combustion chambers of several cylinders.
Finding another block is proving a problem.

Here is another update on the engine project. Any comments will be appreciated. My experience with similar (non- Packard) cast-iron repairs hasn't been positive as far as repairing failed repairs. Here is a better picture of the #2 cylinder. Leakage extends under the intake and exhaust valve seats. ...
