Extra holes are probably to mount "something" on the firewall.

Motors Manuals are frequently available on eBay in various editions. So, if you purchase one make sure the edition chosen covers the year of your Packard.

Not "by hand" and don't know if this applicable in your circumstances, but.........some starter motor solenoids have a little button which can be used to bump the engine over. If your solenoid is so equipped, this might be an option to turn the engine over a little at a time.

According to the Parts List 378493 fits 2202-06-22-33, 2306-33. Helps expand your search.
