Chassis grease should be fine, but it might help to know what year and model Packard.

Never heard of a Star DVD, could you clarify what it is? And out of curiosity, what bolt are you referring to?

A "jumping" speedometer needle, usually more prevalent at colder temperatures, is normally the sign of a failing cable, underlubricated cable or speedometer input bushing, or other internal speedometer problems. John, you kind of surprise me - it wasn't until the mid-1950s that seatbelts began to be available as options and many more years before they became federally mandated. None of the major clubs will deduct judging points for seatbelts in older cars as long as they are installed in a workmanlike manne...

Just to be clear, the theft-proof number is just above the heater box location. And the motor number is on the non-manifold side of the block.

Check the horn relay, if original its marked with an "RBM" logo on the cover. Its located on the driver side of the engine compartment, down low, near the oil filter. First see if the power to it is live, then check the continuity to the horns, and if all that is OK then grounding the wire that goes...

Dan Sommer, son of recently passed founder Don Sommer of American Arrow, made the tooling for the metal cover strap on type from my sample and had them for sale as recently as a year or two ago. Maybe someone can help with contact info, I had it but misplaced it.
