Tricky, sorry to say it but without the data plate your chances of ever learning the true VN is extremely limited. Without a theft-proof or motor number your chances pretty much rest with what documents or information you can get from prior owners. With a theft-proof number (and more than 1/3 of 1940 models did not have one) or motor number, you might check with the Packard Club's roster keeper to see if the car has prior identification record with the club.
