how does the engine block casting number relate to the vin....or is there another way to verify if its a matching number car?

The engine block casting number correlates only to that particular motor block casting as a raw part. But the motor has two numbers on it and one should match the vehicle number, that number is stamped up front on the panel where the oil filler tube is attached, so in your case it would be 5588-12XX; it's the only pair of numbers on a 1955 Packard that should match. There is also an engine plant number on the rear right side of the engine, visible from underneath. This number would tell you what series of 55 Packard the engine was built for, Caribbean, Patrician, Clipper, etc. Be aware that substitute engines and alterations of motor numbers is not unknown of with Caribbeans.
