The first question I'd ask is: Does it have any rust?

Thermostatic shutters were available on certain deluxe models in '37, but it is very uncommon to find them...
For me the acid test is to drive the car for 30 minutes. Fast, Slow and Normal, highway to rutted pavement. Feel the steering, brakes, suspension. Then park it and leave it running for 15 minutes. If it doesn't overheat, thank the Packard gods and check three more things -- first, look at the wiring under the dash, old and crumbling or fresh and safe. Second, Condition of paint and cosmetics, subjective, and finally, shut the car off, walk around it one more time and see if it restarts easily. If it feels right, drive it home.
