1936 Packard 120 Horn relay and wire to horn button

I purchased a new relay for my 36 120, installed it and the horns didn't work. I checked my diagram and wiring appeared correct. The horns worked prior and I assumed it was the relay. I removed the horn button and did not find the wire coming up the steering column. What I found was a solder spot on the underside of the horn button, so I assumed the wire fell down into the steering column. There are two wires from the firewall relay into the cab but I'll be darn if I can only locate one of them. So the other has to be in the steering column. I have looked at the end of the column, on top of the column but do not see where the wire enters the steering column.

Do I have to remove the cover on the footwell behind the pedals to locate the wire? Any help is appreciated.

wire enters the column from the bottom of the steering box, that is to say, in line with the column, there is a square plate with 4 bolts, about 2"x2", wire through grommet in center of this plate, all the way up to your horn button.
