Wow, your question comes as a bit of a surprise, I would have thought with almost complete certainty that, at the least, they would be "on the shelf" items with either of the two larger Packard vendors. Have you checked with Kanter Auto Products and Max Merrit?

If you strike out with the others, Twin Six carries a wide range of fasteners including studs.

Starting in the 21st Series and continuing into the 22nd Series Packard gradually switched head stud thread form from cut to rolled threads for the cylinder block end, and the two thread forms are NOT interchangeable. So check with the stud supplier that you are getting the appropriate thread form for your block.
