Re: Carter WDO 643SA pump sleeve
A good carb rebuilder should be able to easily sleeve the accelerator pump bore, so why not just go ahead and do it? But if for whatever reason you don't want to take that route, the major Packard vendors offer correct rebuilt carburetors though you may have to pay an extra fee for not being able to supply a satisfactory return unit.

Have you spoken with Daytona Parts in Florida?
Kanter and Max no longer have them in stock?
How about Bob's Packard Parts in Marietta, PA?

I checked with Kanter Auto Parts for you and yes, the have a rebuilt in stock. They require a rebuildable core in exchange so I've asked Fred for you if a core with a accelerator pump bore needing sleeving would be an acceptable core, awaiting his response.

PS- Sorry to advise, but Fred Kanter advises that a core requiring sleeving is NOT an acceptable core.
