What is the best (easiest) way to adjust the rear brakes on a 38 Six?

The method of adjustment is essentially the same as any other car using Bendix brakes from the 30s right up until the advent of disc brakes. This includes most everything on the road except some Chrysler products. Might I suggest that you purchase a reprint of the 1938 Packard shop manual? You'll find it very helpful in getting the maximum enjoyment from your car. Enclosed are two pages from the 1938 Six shop manual which I think will answer your questions. If not, let us know.
